[Garden] Hose Caddy

It sounds like us, as well as the private gardeners, had a part in the
'destruction' of the hose caddy. Can someone ask the private plot people
if they see them to perhaps donate $20 amongst all of them to pick up 2
new wheels. I will donate $20 to pick up 2 from the community garden.
Then we will have 4 quality wheels such that we shouldn't have this
problem again.
