[Garden] Compost

I just talked to my colleague at Public Health and she said she hasn't
ordered us any compost for the garden yet since we didn't give her any
money.  If we want compost it will be $80 for the load (I think about 1
tonne).  Maybe you can discuss this tonight at the garden and let either
myself or Jason know if we want it and one of us can arrange payment.
