[Garden] Locates: more info

OneCall is what I called.  Unfortunately I can't seem to locate the file
with the locates:(

Sorry for the subject of that last e-mail. It was not that
informative. 

I just called Waterloo City Hall. They tell me that if we have hit
OneCall, Waterloo North Hydro and Rogers then we will have gotten all the
locates done.
